What is a municipal budget?

Each year, Wheatland County develops a budget that accounts for anticipated expenses and revenues and allocates funds to meet the needs of the municipality. Once approved by Wheatland County Council, administration uses the budget as a benchmark to control the fiscal operations of the municipality.

Budget priorities are guided by Council’s Strategic Plan, which includes a detailed list of long-term and short-term objectives for the municipality. Furthermore, the budget is comprised of two sections: the operating budget and capital budget.

Operating Budget

The Operating Budget is established to fund the regular activities and functions of the municipality. These projects include:

  • Building maintenance
  • Road works
  • Employee wages
  • Waste and recycling

Capital Budget

The Capital Budget includes approved infrastructure renewal projects. These projects may include:

  • Road and sidewalk repairs
  • Facility improvements
  • Equipment replacement
  • Water infrastructure upgrades

Budget Process Timeline

Oct. 16 – Nov. 8, 2020

Budget Engagement

We actively sought feedback on budget priorities and satisfaction of service levels through a public engagement survey.

Nov. 9 – Nov. 30, 2020

Gathering Information

Administration will review and  analyze the feedback you provided through the survey. As well as the budget asks from each department. These findings will be brought forward to a Council Budget Meeting.

Dec. 15, 2020

Council’s Decision

The report and findings will be presented to Council for a decision at a Council Meeting.

Final Report

The final report highlights the results of the engagement survey.

Jan. 2021

Implementation

In January 2021, the budget will come into effect. The County will use this budget to address all functions for the calendar year.

2021 Municipal Budget Survey
