Wheatland County and Foothills County IDP Updates

 Wheatland County and Foothills County are updating their Intermunicipal Development Plan (IDP).

 What is an IDP?

An Intermunicipal Development Plan (IDP) is a high-level policy plan created by neighbouring municipalities. Wheatland County and Foothills County have an existing IDP that was completed in 2015. The current approved Wheatland County and Foothills County IDP can be found through our Planning Documents page. 

IDPs outline how planning and development decisions will be made near municipal boundaries. This helps maintain good relations with municipal neighbours and avoid negative impacts and costs of development. In addition to guiding future growth, IDPs provide a framework for dispute resolution if there is a disagreement between municipalities on development.

Why are we updating the IDP?

This project’s purpose is to review the existing IDP and ensure compliance with recent updates to the Municipal Government Act (MGA) by the Government of Alberta.

What will change?

Compliance with MGA policy requirements may require the addition of general policies for future land use, transportation, economic development, and environmental priorities in the area. It may also include the minor revision of various policies referencing the MGA and the dispute resolution process. It is important to note that:

  • An IDP is not annexation and does not change any municipal boundaries
  • The current IDP area (as shown on the attached map) is not expected to change
  • An IDP also does not rezone land within either Wheatland County or the M.D. of Foothills

Opportunities for input

  • Preliminary Input 
    During the initial review of the existing IDP, we encourage you to provide input on any topics or policies that should be include in the draft of the revised IDP. You can do this by reaching out to one of the project contacts listed below.
  • Draft IDP Posting & Request for Input
    Once the draft IDP is prepared, it will be posted to both municipal websites. At that time, our goal will be to gather feedback on the proposed revisions.
  • Public Hearing of Council
    The finalized ISP document will be presented at a Public Hearing of Council, where stakeholders may speak in favor or in opposition of the IDP being considered by Council for approval.
