Position Summary:
The Accounting Assistant, Property Taxes is responsible for the billing and collection of all tax revenues for Wheatland County including the administration of the tax roll including name and address databases.
The Accounting Assistant, Property Taxes works closely with all front-end staff to provide backup support with reception and face to face public / customer requests and inquiries at the front counter, when required.
Responsibilities
- Provide timely issuance of property tax and assessment notices.
- Calculate, prepare and input the tax levy and penalties; issue reminder notices prior to penalty deadlines.
- Process assessment and levy adjustments (305’s), credit refunds, account adjustments / cancellations, and transfers to the tax roll of outstanding utility or accounts receivable per the applicable bylaw.
- Download and process land title changes.
- Update and balance the assessment and tax roll.
- Prepare applications and the collection of grants in lieu of taxes for federal and provincial government agencies.
- Administer the Tax Installment Payment Plan (TIPP) program and the Auto Payment Withdrawal Option (APWO) program.
- Maintain the mortgage company’s interest on the property tax roll.
- Prepare advertising for tax auction purposes to meet requirements of the Municipal Government Act.
- Reconcile the taxes receivable subsidiary ledger to the general ledger.
- Respond to enquiries from ratepayers in person, telephone or in writing, in a timely and professional manner.
- Prepare tax certificates, as required.
- Enforce the tax recovery provisions of the Municipal Government Act including tax sale proceedings and billing associated costs.
- Collect, record and process property taxes.
- Prepare year-end tax information for audit and provide assistance to the auditors with tax inquiries.
- Administer the tax roll including name and address databases.
- Liaise with the Senior Assessor and provide information and administrative support as required.
- Provide support regarding the receiving of payments and issuing of receipts for taxes.
- Check and approve tax online banking payments for posting.
- Check and approve utility and accounts receivable transactions for posting.
- Provide backup support to front-end staff, when required.
- Ensure adherence to all applicable Wheatland County policies and bylaws.
- Ensure compliance with OH&S including attendance at safety meetings, being properly trained in OH&S related topics, and ensuring work is completed in a safe manner.
- Appropriately, and in a timely manner complete administrative tasks (e.g., personal timesheet entries).
- Relate to and communicate with co-workers, management, customers and the public sincerely, clearly, tactfully, promptly and courteously; respond to inquiries and complaints promptly and professionally.
- Perform tasks, consistent with the position, including special projects / assignments, as may be required on an ad hoc basis.
Qualifications
- Minimum of grade 12 or equivalent with a position-related certificate or diploma from a recognized post-secondary educational institution; equivalent work experience may be considered
- Minimum 2 years of accounting experience
- Proficiency in computer programs including Word, Excel including basic formulas, and Outlook
- Strong attention to detail and a high level of accuracy
- Effective interpersonal communication skills with ability to establish and maintain good public relations
- Strong organizational and time management skills
- Ability to work independently with minimal supervision and cooperatively in a team environment
- Valid Class 5 Alberta drivers’ licence
Working Conditions
- This position works a 5 day work week, Monday to Friday, with one day off in a 3 week cycle; hours of work: standard 37.5 hour work week
